The base S25 wins here. Just a better phone in general. Far better CPU, more RAM, better telephoto camera, better selfie camera, and is lighter to carry.

It is worth mentioning that Samsung Galaxy s25 has an ultrasonic finger print sensor compared to an optical one on s25 FE.

As if the ultrsonic fingerprint will matter much in real life. Optical also does the work, its almost same in real life experience. The price difference is not worth it.
