iPhone 13 is a better buy if you begin from nothing. The question I have is if you own an iPhone 7 and it works, is it worth to buy/upgrade to iPhone 13?

If you can't wait for the iPhone 14 or want a steal when the 14 comes out, 100%. The iPhone 8, X, XS, 11, and 12 have all been released in between.
