The 9000s was about the M1 category in power consumption. They probably went with a 12-core design with lower clock speeds and, through the use of smart management, they could lower the power consumption. Having 6 A510 cores for things like social media is plenty.

It's because they don't have the equipment or the tech to manufacture chips at 5nm and smaller. They were banned from ever getting those pieces of equipment and fabrication machines capable of manufacturing 5nm and smaller chips.
