Here in india , Mac mini with 10 core M4 just available at 60k rupees . No other intel/amd based laptop or desktop at this price range match this performance and stability . In desktop with graphics card it may slightly better but not the match with overall aspect.

Will it handle demanding tasks like basic deep learning on budget? Considering my budget is $600 then should I go for a dedicated GPU like rtx and build a PC or mac mini base will be suffice?

If Apple testing is to be trusted, normal "M4" is more efficient than "M4 Pro" and "M4 Max".

Snapdragon 8gen 3 has '4.435TFOPS' in GPU.and M4 has only '4.1TFLOPS'.

Consider that the measurement of teraflops varies wildly between different GPU architectures, even between the ones from the same company and different generation!
