It's barely underclocked compared to the 7s gen 2 CPU wise, and is overclocked GPU wise. People probably prefer the 6 gen 3 cause of that small GPU oost

So the Snapdragon 7s Gen 2 is a rebrand of the Snapdragon 6 Gen 1(with higher clock speeds) and the Snapdragon 6 Gen 3 is a rebrand of the Snapdragon 7s Gen 2 with a slightly lower clock speed of the A55 cores?

Actually, Dimensity 810 from my old Poco M4 Pro 5G is already the same as helio g100 etc. :D And that one had 5G capability at least. And even that is a slight tweak of an older chip. For example an even older chip is 800U which is slightly downclocked but it had a 50% faster gpu. (Mali-G57 MP3 instead of MP2) They selling the same stuff throughout the entire decade..
