I think that 5800H is better because it has a higher base clock speed. I am currently using 5800H on my laptop and I don't have any issues playing games at higher settings (this might be due to GPU). If you are looking for a gaming processor – 5800H is definitely better.

I agree with you, and honestly, it's tearing me apart. I want my laptop to be versatile, not just for gaming. If I'm away from a plug, working, or watching YouTube or movies, I expect my laptop to last more than 4 hours. That's why you might consider a mini PC. If you're into gaming, it's cheaper, more portable, and typically runs cooler than most laptops.

I like to use it on my mini PC as power consumption isn't as big of a priority as price to performance ratio.
