How is the Core Ultra 155H not better? Same CPU performance, but the 155H edges ahead with better power efficiency, LPDDR5X support, and an integrated GPU that's twice as fast

How is the 12700H not more power efficient than 155H if its PPW is ~40% higher across all benchmarks? Apart for minor overall improvement in SOME tasks,155H looks worse than 12700H. I find it very strange and baffling.
