Not really. There are still people who use Exynos Galaxy S10 and they're great. 980 and 990 were pretty bad, but starting with the 2100, they're only going forward.

Mrsch, Yes, the 990 was pretty bad (specially for the inefficiency of the M5 prime cores, explaining why Samsung dismantled their custom core division that same year), and the Exynos 2100 and 2200 also weren't all that great due to the low yield rate of Samsung's 4 and 5nm process which those other 2 SoC were manufactured on (5LPE and 4LPX as far as I remember) at the time. The great leap ahead came from the Exynos 1380, 1480 and 2400. All those processors were manufactured under more refined 4 and 5nm nodes, and offer really decent experiences for their respective divisions. With some things to improve in the data modem side of things, but still, more than decent for the average user.

It's not a waste of money as it's a decently capable mid range soc obviously if you are a power user who is commonly using all the power there phone has it would be a bad investment for you as it's a decent soc you just can't expect to push a ton of sustained performance out of it due to a heating issue but under normal circumstances if you're just using your phone for basic things like phone calls and general internet browsing and media consumption then it will get warm at times but it will remain a decently smooth experience (not like it's so unusable when hot that it can't get out of its own way as it can run most mobile games at decent graphics settings at a Okish frame rate but that's mid range hardware for you)
