Better, but unimpressive. New model (X4 with a claimed 15% improvement over X3) with an expanded instruction set and increased clock speed and the difference in single core is only 10%, that is unimpressive. The multicore is much more impressive, but I wonder how often you would hit the multicore ceiling of either of this processors. The GPU seems to be the one that gained the most. Although only 15% more in 3d mark seems to point to a bottleneck somewhere in the design, for certain tasks. Perhaps the CPU? Also a lower TDP seem like an optimization for short running tasks, which in a mobile device makes sense. Eight watts is plenty enough but some designs might need better cooling. Seems like a step in optimization for mobile devices, which is ok. But seems like a gargantuan GPU for a just OK CPU in my opinion, somewhat unbalanced.

Indeed, the SD8 Gen 2 isn't superior to the A17 Pro, and neither is the other way around. Comparisons such as these are entirely futile. The SD8 Gen 3 will be implemented in devices running different operating systems compared to the A17 Pro. On one side, iOS is considerably better optimized. However, the SD8 Gen 3 packs massive potential. Don't underestimate these chipsets. Both the 8 Gen 2 and 8 Gen 3 could outperform the A17 Pro if they're harnessed in the right phones - and thankfully, they are.

I'm planning on buying the Redmi K70. However, I've seen that the Pro version boasts the Gen 3. I'm afraid I won't be able to buy it right away, but if I go with the base variant I could purchase it sooner. Is it worth it to save up a bit longer and just buy the Pro version?

Yes, it indeed is. Unless you severely need to conserve battery life (which actually, the 8 Gen 3 seems to be really power efficient), I would suggest going for it. If you're into emulating games and such, you'll definitely notice the difference.
