I bought the R9 and it performs significantly better than my laptop with the 11800H. With PBO enabled, the temperature doesn't go above 85°C with the stock fan. I don't want my PC to be like a heater in the summer. The 13900 is a multi-core beast though, and I had the money to spend, but I didn't need it.

Ryzen 9 7900 is cheaper than i9 13900 so for me 7900 wins. If you just want to game they are very similar with R9 7900 being a lot more efficient. But for highly multithreaded rendering or CAD, the i9 is worth extra heat and cost.
